Media producer Ven Bercol is sent to The Bunker to film the work of The Elite, in order to tell the ordinary Kaleds back in The Dome that their many sacrifices are all in a good cause.

With a growing conviction that everyone he meets is either lying, in fear for their lives or insane, Bercol finds himself enmeshed in the multiple intrigues between The Elite, The President and Covert Enforcement, and on the trail of the most heinous crime in Kaled history.
